Federally funded program designed to help low-income households meet the high cost of home energy. Both those who pay separately for heating costs and households whose heat is included in their rent may be eligible for a one time regular benefit. Additionally, households with a heating emergency may also be eligible for an emergency benefit and and/or a Heating Equipment Repair/Replacement (HERR) benefit. The HEAP year generally begins in mid-November and closes in mid-March or when the program funding is exhausted. There is also a Clean and Tune benefit, which provide energy efficiency services to eligible households prior to the start of the heating season. Such Services may include the cleaning of primary heating equipment, minor repairs, installation of carbon monoxide detector, etc. A cooling component that assists medically needy households with the purchase of air conditioners may also be available during the warmer months. Most benefits are paid directly to the heating/utility vendor. The income guidelines and benefits amounts are subject to change on a yearly basis. Applications for Regular HEAP may be submitted online at myBenefits during the HEAP season. Goal is to make the homes of low income Long Islanders, especially the elderly and disabled, more energy efficient. An energy audit is conducted to determine the most cost effective means of reducing energy consumption in the dwelling. Typical energy conservation measures employed may include installing insulation, repairing/replacing doors and windows, caulking, weatherstripping, interior air sealing, repair/replacement of heating systems and installation of smoke and carbon monoxide detectors.
Provides energy audits to eligible owners and renters in order to find the best way to make homes energy efficient. Weatherization measures include furnace repair or replacement, insulation, and air sealing to make residences safe, comfortable and less expensive to heat. Offering energy conservation measures to people from all income levels.
Provides direct and timely assistance to consumers in resolving individual disputes with utilities. Provides an informal hearing process and appeals process for consumers or businesses who are not satisfied with initial complaint responses. Consumers may file utility complaints by phone or online.

Provides homeowners with free or reduced cost energy audits, NYSERDA incentives, utility rebates and low cost financing for the installation of energy efficiency measures in single-family homes (1 to 4 family) as part of the Home Performance with Energy Star program. Households at or below 80% of the area median income may be eligible for a 50% incentive of project cost up to $5,000. Locally based energy coordinators can help with the application process.

United Way of Long Island’s Workforce Development Training Academy provides free hands-on training focused on creating a foundation and pathways to secure careers in the renewable energy industry for Long Islanders. Hands-on training is focused on clear, long-term career path development and complemented by online financial empowerment workshops. Power Up! Wind, Solar & Renewables graduates are proficient in the installation of clean heating and cooling technologies, high-efficiency HVAC, heat pumps, solar panels, and EV Charging. The training is open at no cost to youths, veterans, and others entering the job market.

Provides eligible homeowners with a free energy assessment or energy audit. Assessments are conducted by a participating home performance contractor. Helps homeowners and renters of 1-4 unit family homes by providing a means to affordable energy efficient improvements and upgrades. Common work includes adding insulation, reducing drafts, and repairing or upgrading heating systems. Energy upgrades are eligible for low cost, low interest loans and incentives for income-eligible households. Income eligible households are eligible to receive a discount covering 50% of the cost of eligible energy efficiency improvements up to $4,000 per project for single-family homes. 2-4 unit residential homes with income-eligible residents may qualify for a discount of up to $8,000.

Homeowners, renters, and landlords can apply for a free or reduced cost comprehensive home energy assessment that will tell them where their building is losing the most energy. Community Energy Advisors can connect clients with low cost financing, rebates, and grants toward energy efficiency and weatherization upgrades. Possible measures include weather stripping, air sealing, insulation, customer education, and appliance upgrades. Upgrades do not include windows, roofs, or building repair.
