Creates multi-agency and public/private partnerships with Early Head Start and Head Start programs at the state level. These partnerships are intended to help build early childhood systems, enhance access to comprehensive services for low-income families, encourage collaboration among Head Start and other programs and services, and facilitate the involvement of Head Start in state policies, plans, processes and decisions affecting Head Start target populations. Priority issues are violence prevention, service acquisition, information access and coordination of planning and policy with other state, public, and private programs.
