Provide daytime or evening access to heated facilities during times of extreme cold for people who are temporarily at risk for exposure due to a power failure, fuel shortage, road closure, homelessness or other situations which make them vulnerable. Code Blue warming site is activated when the windchill and/or temperature reaches 15*F or below. Law Enforcement agencies or any other organizations that come in contact with or becomes aware of any individuals that are in need of sheltering can bring them to the warming center. Activation date and time varies. The Warming Center/Shelter will open on Sunday evening, 11/13/22 at 7pm closing Thursday morning, 11/17/22 at 9am It is located at the 2nda Iglesia La Mision Church, 80 Elmendorf St, Kingston NY 12401
NRD provides a location for people during extreme heat who have no air conditioning or have a power shut down due to a heat wave.

Maintains a comprehensive database of Health and Human Service agencies and programs and also functions as one of the primary sources which links these services to the providers in the community, including disaster or weather related or information, such as road and bridge closures or other problems caused by the weather or other natural disasters.

Assists individuals in growing and investing in their communities by providing lending capital, training, consulting, technical assistance, seminars, workshops, and low-cost business rental space to new and existing businesses that would otherwise lack access to these services. Assists area residents in developing asset based thinking by providing financial literacy training, basic budgeting, and home appliance loans to combat predatory lenders. Loan programs and Cottage Industry Assistance Program target low to moderate income existing and prospective individuals. Chautauqua Microenterprise Loan Fund and the Women and Minority Microenterprise Loan Fund Programs help small businesses by providing small business start up and expansion loans. The small business incubator offers small businesses an opportunity to grow and stabilize with subsidies around rent, business services, and technical assistance. Program site serves as a Warming Center during times of excessive cold and as a Cooling Center during times of excessive heat.
