Provide intensive community-based services to meet the needs of families with at least one child whose behavior disturbance places him or her at risk of placement in a residential treatment center. Services include: Intensive Family Casework, Individual and Family Therapy, Psychiatric Assessment and Treatment, Intensive Probation Supervision, Parent and Youth Support Groups, Recreational Alternatives, Sexual Behavior Group, Respite care, Parent Educators and Wrap-around Services

Works with parents and children in their homes to help remedy problems and coordinate services to eliminate the need for out-of-home placement of children. Also works with children in foster care and birth parents to reunite the family if possible.

Provides temporary care to children who are unable to remain with their family. Caseworkers provide the services and support necessary to reunite the family. If a child cannot safely to return to their family, the agency works to develop a permanent plan for the child.

Provides Intensive Case Management(ICM) for seriously disturbed children and youths, ages 5-17 years, who are having difficulty functioning in the community. The program is designed to support families in their efforts to help their children, reducing the need for hospitalization and placement by providing weekly home visits, assistance in daily living, advocacy, referral, crisis intervention and coordination of services.

Provides in-home weekly case planning and referral services, parent service aides, child safety, appropriate discipline and supervision, household management, budgeting assistance, child developmental education, parent/child relationship education, parent role education, and therapeutic treatment for families at risk of foster care placement. Multi-service treatment and education center for children with emotional, behavioral and psychiatric disturbances and children with developmental disabilities and serious medical conditions.Family Support Program serves children in Cortland County 's foster care system who live in foster homes and frequently visit with their families in Elmcrest's Cortland office or other places in the community, decreasing the amount of time needed to safely return children home and prevent their return to foster care.Other programs include: residential programs for children: who have experienced trauma or have disabilities that prevent their success at home entering and moving through Onondaga County 's foster care system community-based programs, such as: early education with day care for infants through preschool, special education preschool and Syracuse City School District universal pre-Kindergarten services for children with medical and developmental disabilities and their families

Provides support services to families of at risk youth, with community and home-based intervention, family preservation services, support groups and more.
