The mission of the New York State Department of Public Service is to ensure affordable, safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State's residential and business consumers, while protecting the natural environment. The Department also seeks to stimulate effective competitive markets that benefit New York consumers through strategic investments, as well as product and service innovations.

* Regulates the state's electric, gas, steam, telephone and water utilities also oversees the cable industry. Investigates complaints regarding utilities including the disconnection of services. Sets rates and tries to ensure that safe and adequate service is provided. Jurisdiction over the citing of major gas and electric transmission facilities. Responsible for the safety of natural gas and liquid petroleum pipelines. The Depeartement is possible recourse to help deal with gas or electric service cut offs or problems with cable, water or telephone service.

Provides the regulatory oversight and review of electric service operation and customer service practices on Long Island, thereby extending the extensive expertise of the Department as a means to ensure the public interest in obtaining high quality electric service is met.

Provides direct and timely assistance to consumers in resolving individual disputes with utilities. Provides an informal hearing process and appeals process for consumers or businesses who are not satisfied with initial complaint responses. Consumers may file utility complaints by phone or online.
