Also provides a description of regulatory over-sight structure of assisted living housing and programs. Does analysis of demographic information and service utilization patterns. Offers such information for program development and planning, offers recommendations for resident health and safety quality of care, options for developments, and program financing.

Provides specially trained volunteers (ombudsman) who work to resolve complaints on behalf of residents of long-term care facilities, assist in the protection of their rights, assist family members, encourage participation in resident councils, and establish good working relations with the facility's administration and staff. Volunteers make regular visits to assigned facilities and are available to residents and family members who have questions or concerns. Volunteers are professionally supervised, and trained.
