The Town of Hempstead's Department of Planning and Economic Development administers the federally funded Community Development Program. To date, $165 million has been approved to finance several programs which were developed in the town and approved by the United States Department of Housing and Urban Development. Senior Citizen Home Improvement Program provides interest-free loans of up to $15,000 to qualified senior citizen homeowners to assist with weatherization, exterior improvements, window, door and/or roof replacement and emergency repairs to their homes. The Physically Challenged Home Improvement Program provides grants to homeowners in the town in which one of the members of the household is permanently physically challenged and requires handicapped accessibility as provided under the federal ADA regulations. Direct grants of up to $20,000 are given to qualified residents so they may eliminate material or architectural barriers which restrict mobility or accessibility within the home.

Offers two programs for low-income senior citizens that includes minor home repairs such as handicap ramps, leaky faucets, caulking, window repair, hand rails, grab bars, weatherization, crime prevention, gutter cleaning, etc. Call for a list of types of repairs provided and to schedule an appointment.

Offers rehabilitation of existing single family owner-occupied homes in the City of Oswego. Grants are provided to families of low and moderate income.

Provides financial assistance to reduce lead-based paint hazards in privately owned, residential structures in the City of Syracuse. Common repairs provided by the program include new windows, doors, and siding.

Offers homeowners loans of up to $10,000 at 1% interest, payable over 7 years, to be used for interior and exterior home improvements.

Provides up to $30,000 in the form of a forgivable loan assist eligible homeowners make necessary repairs to their homes.

Sullivan Housing Corporation was established to preserve and improve housing opportunities for low- to moderate-income residents of Sullivan County. The company's activities include: rehabilitation of existing housing, property management, and assistance to households applying for available loans and grant funds. Rural Sullivan also runs a comprehensive housing counseling program which assists persons through home ownership counseling, loan default remediation, and tenant/landlord issues.

Provides houses for homeless families of Suffolk County with two or more children and helps them to become self-sufficient. Rehabilitates and builds houses for these families, and provides support services in areas of home management, nutrition, goal setting, budgeting, and parenting through a social worker.

Provides home safety assessments and rehabilitation housing loans to seniors and low income homeowners to make repairs or updates to those areas which are deemed a safely or health hazard.

Provides home purchase counseling, geared towards first-time home buyers, along with home rehabilitation services for low income individuals who need to make repairs for health, safety, or accessibility reasons, and foreclosure prevention counseling for those struggling to maintain current mortgage payments.

The New York State HOME Program uses federal funds to expand the supply of decent, safe, and affordable housing within the State. The HOME Program funds a variety of activities through partnerships with counties, towns, cities, villages, private developers, and community-based non-profit housing organizations. The program provides funds to acquire, rehabilitate, or construct housing, or to provide assistance to low-income home-buyers and renters.

Provides assistance to elderly homeowners or renters 60 and older with minor household chores or repairs that do not require the skills of a licensed craftsman. Homeowner provides and pays for all materials and supplies. Priority is given to low income and low income minority elderly.

Awards partial-to-full funding assistance to homeowners for the purpose of making necessary repairs to their home. Eligible repairs include roof, window and door replacements, upgrades/repairs to electrical and plumbing, installation of insulation, chimney repairs and/or provisions for handicap accessibility.

Offers emergency home repairs and repairs for owner occupied single family homes in order to help repair or replace water wells and septic systems. Repairs are for the health and safety of residents and structural integrity of the home.

Replaces dilapidated mobile homes with new manufactured homes for those who qualify.

Assists Allegany County homeowners, sixty years of age or older, with emergency repairs or code violations that create a hazardous condition or pose an immediate threat.

Provides light home maintenance and repairs for people 60+, who have no caretaker/relatives living with them and are unable to do their own chores. Some maintenance/repairs are painting, minor plumbing/electrical repairs.

Provides income eligible homeowners, including rental property owners and landlords with repair funds for older homes and apartments for the removal and replacement of windows with lead elements, and/or painting and repair of lead-based materials.

The RESTORE Program is an emergency home repair program for homeowners 60 years of age and older and assists residents of Essex County with single-family home repairs through grants up to $10,000. Pre-applications are received at any time and depending on available funds qualified applicants will be chosen on a first come, first served basis.

Provides an on-site emergency food pantry for residents of specific streets in the City of Lockport (call for details) and information on meal planning and budgeting. Provides rent, mortgage, and utility payment assistance to low income individuals and families when funds are available; funds are currently unavailable. Fair Housing Advocacy Program assists individuals who feel they are victims of discrimination when purchasing or renting a home. Provides information, assessment, and referral to the appropriate federal, state, or local human rights agency or court. Provides housing location services and landlord/tenant advocacy. Individual advocacy, information and referral, application assistance, asset management, and budget counseling are also available.
