Educating, empowering and advocating for long-term care residents. The Ombudsman Program is an effective advocate and resource for older adults and persons with disabilities who live in nursing homes, assisted living and other licensed adult care homes. Advocates for residents by investigating and resolving complaints made by or on behalf of residents; promoting the development of resident and family councils; and informing government agencies, providers and the general public about issues and concerns impacting residents of long-term care facilities.

Ithaca Youth Council Ambassadors (IYCA) are a diverse self-directed group of nominated teens with a mission to listen and speak for Youth in Tompkins County. Most schools in Tompkins County have ambassadors representing them. Ambassadors create resources to address youth needs with a focus on civic engagement and peer leadership. Ambassadors meet with local leaders and government bodies to share what they learn and create.IYC Ambassadors meet regularly throughout the school year generally after school. Ithaca Youth Council is offered by Youth Employment Service as part of the Ithaca Youth Bureau.IYC serves teens from all school districts in Tompkins County.

Works with the town recreation department to develop opportunities for healthy satisfying recreation and leisure activities for residents.

Offers grants to assist the local community in efforts to enhance existing programs or the development of new programs for youth. Programming should be either an educational, recreational or cultural project and enhance the Developmental Asset base of youth. Assets are positive experiences, opportunities, and personal qualities that all children and adolescents need to be responsible, successful and caring.

Raises money in the community through the efforts of volunteers and invests those resources in programs that help people improve their lives. No direct assistance to individuals.

Monitors regulatory compliance by service providers within the district. Provides technical assistance and training to consumer agencies, maintains medical records provides program evaluations as well as statistical and analytical reports, and provides oversight and technical assistance to agencies that offer services to developmentally disabled individuals in Nassau and Suffolk counties. Serves as the technical support agency (on behalf of Nassau and Suffolk Counties) for the administration of Ryan White Part A/MAI funds for individuals with HIV/AIDS on Long Island. Provides support to the Planning Council in assessing needs, identifying gaps in services and allocating funds and provides oversight/monitoring of Ryan white Part A contracted agencies funded to provide medical and support services to HIV positive individuals.
