The Troy Rehabilitation and Improvement Program provides community organizing and neighborhood outreach to strengthen Troy's neighborhoods and develop local leaders. The community affairs unit works to stregthen Troy by helping to build, strengthen and expand its neighborhood groups, improve the physical look of neighborhoods through community projects, and identify and develop potential leaders.
