Tompkins Community Action (formerly EOC) is a Community Action Agency and an umbrella agency for a variety of Community Action Programs (CAPs). All programs are targeted to help low income residents achieve self-sufficiency
Provides programming designed to be responsive to the unique needs of the community's residents. Offers many diverse programs in order to build strength, eliminate barriers, improve lives, and make a difference within the community. Typical programs can include GED and ESL education, job training programs, Head Start and day care, weatherization and energy assistance programs, health services, and services for older adults.

Develops, convenes and implements initiatives that will make a difference in the community, based on needs assessments. Community focus is on 211 a health and human services helpline, youth development through, health care by promoting health education and treatment programs, services to the elderly, taking care of basic needs of food clothing, and shelter, and emergency services - to be ready to help various ways if disaster strikes the area.

All programming provides resources to support self-reliance and dignity with the primary focus on assisting low-income individuals and families.Emphasizes five major areas: Energy Services/housing updates, early childhood education (Head Start & Early Head Start), nutrition for women and young children (WIC in both Cortland and Chenango Counties as well as SNAP in Cortland County), family supports and development including emergency assistance needs and a local Family Essentials clothing closet, literacy & Adult Education including GED/HSE attainment, Consumer-Directed Personal Assistance home health through Medicaid, and MAS transportation supports.
