Acts as an advocate for all county youth under age 21; assists not-for-profit agencies, organizations, and municipalities to carry out programs for youth; acts as a conduit for state aid from the New York Office of Children and Family Services (OCFS) and conducts an annual funding process to distribute those funds. Also conducts various outreach efforts throughout the county; conducts needs assessment and planning activities; and maintains an extensive up-to-date website on youth services available throughout Chautauqua County.

Provides outpatient mental health services to clients who seek help for depression, anxiety, suicidal feelings, and psychiatric illness.

Offers a wide range of comprehensive mental health services including counseling, cognitive behavioral therapy, EMDR (eye movement desensitization and reprocessing), individual and group therapy, trauma based treatments, treatment for children, medication evaluation and services. Counseling and treatment available for people having problems with anxiety, depression, stress, relationships, anger management, or post-partum depression. Provides a response to mental health emergencies. Also makes referrals for Personalized Recovery Oriented Services (PROS) and Care Coordination.

Maintains vital records such as birth, death, marriage and divorce certificates are filed in the municipality (Town Clerk's office) where the person was physically born, died, or was married.Records all legal documents including: Land deeds, Mortgages, Veteran Military Discharges, Civil Action Court Records, Supreme and County Court Records. Sells hunting licenses and processes passports. Oversees Motor Vehicle Dept.
