Eligibility for services is determined by the Developmental Disabilities Regional Offices (DDROs). Acts in a supporting role to DD State Operations Offices with regard to eligibility for others areas of statewide services including but not limited to: level of care determinations; clinical delivery and waiver service delivery; Article 16 clinics; quality improvement processes; review of audit reports for trend analysis; emergency preparedness; safety, security and maintenance; and implementation of OPWDD initiatives.

Oversees and advises the government, public, and news media on Freedom of Information, Open Meetings, and Personal Privacy Protection Laws. The Committee offers guidance in response to phone inquiries, prepares written legal advisory opinions, and provides training to government and other interested groups. Recommendation to improve open government laws are offered in an annual report to the Governor and the State Legislature.

Serve as headquarters for all county libraries and provides services that plan, organize and control the activities, but offer very limited direct services to the public, except peripheral administrative services like training, community awareness programs or materials and research.

Monitors regulatory compliance by service providers within the district. Provides technical assistance and training to consumer agencies, maintains medical records provides program evaluations as well as statistical and analytical reports, and provides oversight and technical assistance to agencies that offer services to developmentally disabled individuals in Nassau and Suffolk counties. The division examines, files and maintains numerous documents vital to business and state government including state and local laws, oaths of office, trademarks, certificates of incorporation, and Uniform Commercial Code Article 9 financing statements. The Division is also responsible for the authentication of public documents for use in other countries.
