Tenant-Based Rental Assistance Program (TBRA) is rental assistance with the goal to support people experiencing homelessness identify and maintain permanent stable housing. The program assists people who are sleeping outside, have been in the emergency shelter system for longer than 30 days, or experiencing chronic homelessness. TBRA provides a security deposit, ongoing rental assistance based on household monthly income, and supportive services for up to 24 months. TCAction uses the Continuum of Care Coordinated Entry System (not individual program waiting lists) to fill vacancies for this program

Provides support and assistance to all families receiving housing voucher rental assistance and want to become self-supporting and do not want to rely on public assistance. Assistance is given for up to five years, and the head of household enters into an agreement with PHA in which an action plan is developed that identifies the familyâs employment goals, and outlines the activities and services required to achieve self sufficiency.
