The lead agency for the Preschool Program is the New York State Education Department. Each school district in the State has a Committee on Preschool Special Education, referred to as the CPSE. The CPSE chair will make sure that a child's rights have been protected and that parents have given consent for any evaluations that may be recommended.
Provides early intervention classroom- based programs for children birth-age 3 with a wide variety of disablilities. Parent training is available to show parents how to dress, feed, play with and stimulate their child's growth and development. Teachers give instruction in the classroom. Physical, speech and/or occupational therapy is also available.

A voluntary developmental evaluation and services program offered by New York State and administered locally by the Erie County Department of Health. Serves children from birth through 2 years of age and their families where there is a high risk of delay, a suspected delay in development, or a confirmed diagnosis of developmental disability. A variety of therapeutic and support services are offered to eligible infants and toddlers with disabilities and their families. Services for eligible children and their families include: - Periodic developmental screening and tracking of at risk children - Service coordination for eligible children and families - Individualized Family Service Plans (IFSPs) - Provision of early intervention services in the IFSP at no cost to parents - Delivery of services in natural settings in the community where children of the same age are typically found, to the maximum extent appropriate
