Provides a chance for individuals to tell an Administrative Law Judge from the New York State Office of Temporary and Disability Assistance, Office of Administrative Hearings, why they think a decision about their case made by a local social services agency is wrong. The Office of Temporary and Disability Assistance will then issue a written decision which will state whether the local agency's decision was wrong or right. The written decision may order the local agency to correct the case. When calling the 711 Relay Services, request the operator call 1-877-502-6155. Service at this number will only be provided to callers using TDD equipment.

Offers free, confidential individual and family counseling, as well as crisis intervention. Issues covered include family conflict, parenting issues, divorce, separation, grief, substance abuse, mental health issues, anger management, and behavioral difficulties. Also provides assistance with enrollment for food stamps, health insurance, and other benefits.

Provides free information, referrals, advice, and representation to persons who have received utility disconnect notices, whose utility has already been disconnected, who have been denied Emergency Utility Assistance or HEAP through ECDSS, or who have another utility related issue. If denied, applicants should get their denial in writing, then call the Utility Disconnection Hotline for possible representation. The applicant has 60 days from the date of the denial to request a Fair Hearing.

Provides free benefits advisement services to beneficiaries who are either working (full-time or part-time) or interested in going to work. Services provided include: -Detailed information and advice regarding SSI, SSDI, Medicaid and Medicare (obtaining benefits, determining eligibility, avoiding overpayments) - Information about how work affects SSI, SSDI, Medicaid and Medicare - Referrals to other supports available to persons with disabilities - Written confirmation of information provided -Obtaining funding for vocationally related items such as tuition, a vehicle, or a computer

Provides legal representation for individuals whose federal disability benefits have been denied or discontinued.

Provides civil legal services for mental health consumers, including assistance related to: - SOCIAL SECURITY DISABILITY/SUPPLEMENTAL SECURITY INCOME (SSI): Appeal of benefit denial, Initial SSD/SSI applications, Continuing Disability Review (CDR/Cessations), and Overpayments - PUBLIC BENEFITS: Appeal of benefit denial, termination or suspension of: Temporary Assistance, Food Stamps (SNAP), and Medicaid (MA) - HOUSING LAW: Landlord/Tenant Disputes and Tenant’s Rights, Evictions (Advice & Counsel), and Section 8 Informal Hearings - FAMILY LAW: Uncontested Divorces, Contested Divorces (disputes other than custody or child support) on a case by case basis, Child Support, and Custody/Visitation - CONSUMER LAW: Bankruptcy advisement (Chapter 7), Formal complaints to Attorney General, Creditor Harassment, and Student Loan Discharge advisement (TPD-based on disability) - ADVANCE DIRECTIVES: Power of Attorney, Other/related advanced directives (limited basis)

SAIL provides assistance to individuals with disabilities, family members, and other interested parties concerning SSI, SSDI, Survivor's Benefits, DAC Benefits, NYS Disability, Worker's Compensation, VA Benefits, and Public Assistance. Benefits advisement includes counseling and training concerning work incentive programs and legislation (Medicaid Buy-In Program, 1619B Provision, IRWEs, etc.) that allows individuals with disabilities to work.

CAPCO NOEP promotes the benefits of the Supplemental Nutrition Assistance Program (SNAP) to the local community; provides outreach to eligible, non-participants of SNAP; assists households through the SNAP application process; and helps reduce or eliminate barriers to participation in SNAP.

Free legal advice about civil (non-criminal) legal problems, including issues such as: consumer, including frozen bank accounts; debt problems; student loans; ID theft; car problems; utility shutoffs and other consumer problems; housing, including evictions, lockouts, security deposits, repair problems, subsidized housing, foreclosures and other housing problems; Special Education and other school ; access to healthcare; public benefits; divorce and other family matters, including child support, custody, child protective matters, and guardianship; domestic violence; elder law; employment; disability discrimination and other disability issues; unemployment benefits; welfare, Medicaid and food stamps.
