Provides free information, referrals, advice, and representation to persons who have received utility disconnect notices, whose utility has already been disconnected, who have been denied Emergency Utility Assistance or HEAP through ECDSS, or who have another utility related issue. If denied, applicants should get their denial in writing, then call the Utility Disconnection Hotline for possible representation. The applicant has 60 days from the date of the denial to request a Fair Hearing.

Dental Prosthodontics
Provides access to the disability income benefit programs (such as SSI and SSDI) administered by the Social Security Administration (SSA) for eligible adults who are homeless, at risk of homelessness, and have a mental illness and/or a co-occuring substance use disorder.
Assists individuals and families once every month by providing enough food for 3 days. (Special circumstances warrant more frequent aid.) There is also assistance in applying for Food Stamps, WIC, or other benefits, if eligible. Hygiene items, diapers, baby food, and formula are available either directly or through referral through the Pantry Plus program, based on availability.

Benefits advisement includes counseling and training concerning work incentive programs and legislation (Medicaid Buy-In Program, 1619B Provision, IRWEs, etc.) that allows individuals with disabilities to work.
