Assists with the installation of air conditioners for 20 low-income households in Herkimer and Oneida counties who have a documentated medical condition.
Provides no-cost energy efficiency solutions for income-eligible (HEAP eligible) New Yorkers (home owners, renters and landlords). Services include lighting and appliance (inefficient refrigerators and freezers) upgrades and home performance measures, including air sealing, insulation, new energy-efficient lighting, safety checks of smoke detectors and more. On-site energy education offers customers additional strategies for managing their energy costs.

Provides a wide selection of perishables including fresh fruits, vegetables, bread, baked good, meet, cheese, yogurt and butter to individuals in need on a weekly basis. Offers paper products, personal hygiene items, and household cleaning products, when available.
The Capital Region Furniture Bank (CRFB) is a unique local partnership that brings together multiple human service agencies, including HATAS, to work collaboratively on helping our community. Individuals and families are referred to CRFB by community partners and the referred consumer then shops the CRFB warehouse for the basic furnishings they need.
Serves clients who are in need of food/clothing or household items. Clients are allowed to utilize food once a month and clothing twice a month. Monthly food and dairy distributions April-November and mobile pantry to help clients that can't get to their local pantries.

Neighbor to Neighbor (formerly Love Knows No Bounds) is a volunteer-run non-profit that collects and delivers good quality donated beds and furniture, and performs critical home repairs.Our furniture redistribution, repair programs, and special one-day projects serve low-income residents of Tompkins County. Both programs are run entirely through assistance from volunteers in our community.Due to the long waiting list for furniture, only agencies can make referrals for furniture. Provides financial assistance to help low-income households meet home energy costs.

Regular Benefits range from $20 to $500. Amounts depend on income, age of household members, energy costs and shelter situation. Typically it is a one-time only benefit during the program year.

Emergency Benefits are available for persons who are eligible for HEAP and have an energy-related emergency such as a power shutoff, less than tank oil, kerosene or propane or have less than 10 days' supply of wood, pellets or coal. Applicant households must meet a resource test. Benefit amounts vary. Typically it is a one-time only benefit during the program year.

Heating Equipment Repair or Replacement Benefits are available to repair or replace a furnace, boiler, or other direct heating equipment necessary to keep the home's primary heating source working.

Cooling Assistance Benefits are available to purchase and install an air conditioner or a fan to help keep the home cool. Individuals must have already received a regular benefit greater than $21 and have a documented medical condition that is exacerbated by heat.

Clean and Tune Benefits are available to clean the household's primary heating equipment, but may also include chimney cleaning, minor repairs, installation of carbon monoxide detectors or programmable thermostats, if needed, to allow for the safe, proper, and efficient operation of the heating equipments. Benefit amounts are based on the actual cost incurred to provide clean and tune services, up to a maximum of $400.
