HOME ENERGY ASSISTANCE PROGRAM (HEAP) | ULSTER COUNTY DEPARTMENT OF SOCIAL SERVICES (DSS) - KINGSTON 3
A federally funded, seasonal program (November-April) which helps low income families, seniors and individuals with a permanent disability, with the following benefits Regular HEAP helps with financial assistance for the payment of the primary fuel source. Assistance is based on income, families with a child under 6, an individual over 60 or who has a permanent disability. Emergency HEAP helps low income families or individuals who are facing a heat or heat-related energy emergency and do not have resources to resolve the situation. Assistance is based on income, available resources, and the number of household members Furnace Repair/Replacement HEAP helps low income homeowners repair or replace furnaces, boilers and other direct heating components necessary to keep the homes primary heating source functional. Assistance is based on income for household size and on the actual cost incurred to repair or replace the heating source operational. Cooling Assistance Program - Provides assistance for the purchase and installation of one air conditioner not to exceed $800 to eligible households. In circumstances where an air conditioner cannot be safely installed, a fan will be provided. The cooling assistance program is available from May until August until funding is exhausted.
