EMERGENCY RENTAL ASSISTANCE PROGRAM (ERAP) | NEW YORK STATE OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE (OTDA)
New York State ERAP applications WILL NOT be accepted after January 20, 2023, at 9:00 pm Eastern Standard Time. Individuals will not be able to submit applications in the portal, or complete applications that have been started but not submitted, after January 20, 2023 at 9:00 pm. Applications submitted before the application portal closes on January 20, 2023 will continue to be processed in the order received, consistent with State law and program rules. OTDA is currently reviewing and processing eligible ERAP applications submitted through October 31, 2022. Additional applications are expected to be reviewed and processed in the future as funds become available. After the portal closes to new applications, tenants and landlords may continue to upload required documentation for pending submitted applications. Provide rental assistance to pay back rent to low and moderate income households at risk of experiencing homelessness or housing instability by providing rental arrears, temporary rental assistance and utility arrears assistance. Households eligible for rental arrears may also be eligible for help paying utility arrears at the same rental unit, utility arrears cannot be applied for without owing rental arrears.

Eligibility
Households that meet all of the following criteria: -Household gross income is at or below 80 % of the Area Median Income (AMI) based on current income or calendar year 2020 -On of after March 13, 2020, a member of the household received unemployment benefits or experienced a reduction in income, incurred significant costs or experienced financial hardship, directly or indirectly, due to the COVID-19 pandemic -The applicant is obligated to pay rent at their primary residence and has rent overdue at their current residence for rent owed on or after March 13, 2020 -The household must be at risk of experiencing homelessness or housing instability, which can be demonstrated by having rental arrears owed (rent past due) on or after March 13, 2020

The Office of Temporary and Disability Assistance (OTDA) is responsible for supervising programs, with local departments of social services, that provide assistance and support to eligible families and individuals. OTDA’s functions include: Providing temporary cash assistance; providing assistance in paying for food; providing heating assistance; overseeing New York State’s child support enforcement program; determining certain aspects of eligibility for Social Security Disability benefits; supervising homeless housing and services programs; and providing assistance to certain immigrant populations.
