Advises governor, legislature, and state agencies on issues facing persons with disabilities. Initiates and shapes innovative programs and identifies areas for improvement. Fosters coordination through systems advocacy and facilitates community development activities. Provides technical assistance on barrier-free design, legal rights,assistive technology to local governments, providers, families, and maintains toll-free information and referral service.

Improves the quality of life for individuals with disabilities in New York State and beyond, and to protect their rights by ensuring and advancing programmatic and fiscal accountability within the state's mental hygiene system through independent oversight, providing case-specific and systemic investigative and advocacy services, and offering advice and recommendations on disability issues to government officials program operators, individuals with disabilities and their families and advocates.
