The United States Department of Agriculture Rural Development Services administers community, business and housing programs which offer loans, loan guarantees and grants.

The USDA Rural Development offers single family housing loans with no down payment required, and low interest home repairs. Applicable to Rural areas only excluding the cities of Utica, Rome and Oneida. Income limits apply. Loan guarantees available for higher income applicants. Grant home repair program for homeowners age 62 and above-income limits apply.

Several multi family housing rental units available in Herkimer, Madison, and Oneida counties with rental assistance in Rural areas. Income limits apply

Small business development grants to provide technical assistance for small and emerging rural businesses with 50 employees or less, and less than $1 million in gross revenues. Who can apply Non-profits, Institutions of Higher Education, Federally recognized Tribes.

Ambulances, Firetrucks, equipment, Firehouses, hospitals - essential community facilities in Rural areas population below 20,000 - Who can apply Public Bodies, Non-profit corporations, Federally recognized tribes
